Ele lembra que o Brasil tem um d\u00e9ficit habitacional de quase oito milh\u00f5es de moradias. \u201cSem o FGTS, nosso d\u00e9ficit habitacional seria 150% maior. Quantos empregos formais ter\u00edamos perdido?\u201d, questionou.<\/p>\n<p>Martins explicou que existem cerca de 450 projetos tramitando no Congresso que retiram de alguma forma recursos do FGTS, e que apesar da legitimidade das propostas o assunto tem que ser revisto. \u201cNos \u00faltimos anos, houve um debate superficial. Precisamos mostrar para a sociedade a relev\u00e2ncia social desse tema\u201d, disse.<\/p>\n<p><img decoding=\"async\" class=\"size-medium wp-image-54417 alignleft\" src=\"https:\/\/cbic.org.br\/wp-content\/uploads\/2020\/08\/WhatsApp-Image-2020-08-14-at-14.02.24-2-300x168.jpeg\" alt=\"\" \/>Para o deputado federal <strong>Marcelo Ramos<\/strong> (PL-AM), que ser\u00e1 o relator do projeto de lei 4085\/2020, que libera o saque emergencial do FGTS, a pauta exige uma avalia\u00e7\u00e3o do momento de transi\u00e7\u00e3o e das mudan\u00e7as do Fundo, por isso ser\u00e1 necess\u00e1rio fazer uma escolha pelo tom do projeto. \u201cVamos ter que optar: ou vamos financiar uma atividade econ\u00f4mica, como a constru\u00e7\u00e3o civil, que gera muito emprego e sal\u00e1rio por 12 meses, no m\u00ednimo, ou vamos pegar os recursos e dar aporte anual para uma pessoa para que outras sigam desempregadas\u201d, ponderou.<\/p>\n<p>O parlamentar trouxe para o debate n\u00fameros de uma simula\u00e7\u00e3o do governo que indica que os R$ 4,5 bilh\u00f5es que devem ser disponibilizados pelo saque anivers\u00e1rio significariam, revertidos para a constru\u00e7\u00e3o civil, R$ 100 bilh\u00f5es em rendimentos. \u201cEsse valor que ser\u00e1 sacado faria a economia girar, al\u00e9m de gerar empregos. Pelo momento que vivemos, em fun\u00e7\u00e3o da pandemia, precisamos sim permitir o saque, mas sem perder a perspectiva de liquidez e garantir investimento em infraestrutura\u201d, destacou Ramos.<\/p>\n<p><img decoding=\"async\" class=\"size-medium wp-image-54419 alignleft\" src=\"https:\/\/cbic.org.br\/wp-content\/uploads\/2020\/08\/WhatsApp-Image-2020-08-14-at-14.02.24-300x169.jpeg\" alt=\"\" \/>Representante da Central \u00danica dos Trabalhadores (CUT) no Conselho Curador do FGTS,\u00a0<strong>Cl\u00e1udio da Silva Gomes<\/strong> afirmou que algumas medidas s\u00e3o importantes para dar acesso ao Fundo, mas que \u00e9 preciso cautela. \u201cN\u00e3o queremos perder essa seguran\u00e7a futura, que \u00e9 o objetivo do Fundo. Ter casa pr\u00f3pria, saneamento e transporte p\u00fablico \u00e9 t\u00e3o importante como a poupan\u00e7a. Uma das preocupa\u00e7\u00f5es do trabalhador \u00e9 perder essa poupan\u00e7a compuls\u00f3ria\u201d, disse.<\/p>\n<p>Segregar a habita\u00e7\u00e3o tamb\u00e9m \u00e9 um ponto importante para a pauta, de acordo com Gomes. \u201cTemos a constru\u00e7\u00e3o para pobres, onde n\u00e3o se acha investidor privado. Para alto padr\u00e3o j\u00e1 existe esse tipo de financiamento. O ideal seria o formato que vemos em outros pa\u00edses, mas a realidade do Brasil \u00e9 outra. Aqui os trabalhadores de baixa renda n\u00e3o t\u00eam financiamento de banco, n\u00e3o conseguem acessar cr\u00e9dito nem alugar casas. O Minha Casa Minha Vida veio solucionar o acesso \u00e0 moradia prec\u00e1ria e faveliza\u00e7\u00e3o\u201d, disse.<\/p>\n<p><img decoding=\"async\" class=\"size-medium wp-image-54418 alignleft\" src=\"https:\/\/cbic.org.br\/wp-content\/uploads\/2020\/08\/WhatsApp-Image-2020-08-14-at-14.02.24-3-300x168.jpeg\" alt=\"\" \/>J\u00e1 o deputado<strong>\u00a0Marcel van Hattem<\/strong>\u00a0(Novo-RS), autor do projeto de lei que retoma a possibilidade de saques do FGTS, acredita que o subs\u00eddio \u00e0 moradia n\u00e3o tem que ser via FGTS e que o trabalhador tem direito a acessar a totalidade do Fundo. \u201cTemos que discutir o tema, e quero encontrar a melhor interven\u00e7\u00e3o estatal poss\u00edvel para garantir um <em>funding<\/em> privado para gerar acesso habitacional. Quero garantir tamb\u00e9m que o trabalhador tenha acesso ao dinheiro do Fundo e avan\u00e7ar no que j\u00e1 foi aprovado pelo governo em forma de saque, para que o trabalhador tenha acesso \u00e0 integralidade do Fundo\u201d, afirmou.<\/p>\n<p><img decoding=\"async\" class=\"size-medium wp-image-54420 alignleft\" src=\"https:\/\/cbic.org.br\/wp-content\/uploads\/2020\/08\/WhatsApp-Image-2020-08-14-at-14.02.25-1-300x169.jpeg\" alt=\"\" \/>O diretor do Departamento de Gest\u00e3o de Fundos do Minist\u00e9rio da Economia,\u00a0<strong>Gustavo Alves Tillmann<\/strong>, lembrou que o governo recentemente distribuiu o lucro de R$ 12,2 bilh\u00f5es do FGTS com os cotistas, como forma de atrair o trabalhador a manter o dinheiro no Fundo. \u201cCom a flexibilidade de acesso aos recursos ficou dif\u00edcil convencer o trabalhador a manter seu FGTS. Por isso estamos buscando dar esse incentivo e atrair, com divis\u00e3o e melhora de rendimento, que ele deixe o dinheiro l\u00e1\u201d. Al\u00e9m disso, o diretor ressaltou que o FGTS ocupa um papel substancial na capacidade de investimento do pa\u00eds. \u201cAcabar com esse modelo vai prejudicar obras de saneamento, infraestrutura e acesso \u00e0 moradia, que sempre t\u00eam um recurso desse Fundo. O nosso grande desafio ser\u00e1 tentar garantir a sustentabilidade do FGTS e o equil\u00edbrio das pol\u00edticas p\u00fablicas\u201d, disse.<\/p>\n<p>A conversa foi mediada pela rep\u00f3rter e colunista\u00a0<strong>Adriana Fernandes<\/strong>, do jornal O Estado de S.
