N\u00fameros recentes, relativos ao per\u00edodo 2010-2016, atestam sua import\u00e2ncia:<\/p>\n<p>&#8211; Lastreou 3,4 milh\u00f5es de financiamentos habitacionais;<br \/>\n&#8211; 2,5 milh\u00f5es de financiamentos contaram com subs\u00eddios diretos e\/ou indiretos, permitindo a qualifica\u00e7\u00e3o de fam\u00edlias normalmente exclu\u00eddas do cr\u00e9dito;<br \/>\n&#8211; Financiou a produ\u00e7\u00e3o de cerca de 1,5 milh\u00e3o de unidades habitacionais novas;<br \/>\n&#8211; Na linha de Apoio \u00e0 Produ\u00e7\u00e3o, com valor m\u00e9dio de financiamento de R$ 115 mil (2016), 59% das unidades produzidas ao longo desses 7 anos foram destinadas a fam\u00edlias com renda de at\u00e9 R$ 3,6 mil.<\/p>\n<p>Seus ativos correspondem a, em m\u00e9dia, 7,6% do PIB e, juntamente com a poupan\u00e7a, viabiliza o financiamento habitacional no pa\u00eds. Fontes mais recentes \u2013 Certificados de Receb\u00edveis Imobili\u00e1rios (CRI) e Letras de Cr\u00e9dito Imobili\u00e1rio (LCI) \u2013 ainda n\u00e3o t\u00eam sido capazes de promover significativa expans\u00e3o do cr\u00e9dito habitacional, como demonstra o gr\u00e1fico a seguir:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" width=\"510\" height=\"314\" class=\"alignnone wp-image-2513 size-full\" src=\"https:\/\/cbic.org.br\/industriaimobiliaria\/wp-content\/uploads\/sites\/20\/2018\/02\/Sem-T\u00edtulo-1.jpg\" alt=\"\" \/><\/p>\n<p><em>Fonte de dados: Banco Central e CETIP. Elabora\u00e7\u00e3o pr\u00f3pria<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Em dez\/2016, a carteira de financiamento habitacional do FGTS somava R$ 262,6 bilh\u00f5es, remunerada a juros m\u00e9dios anuais de 4,9%, acrescidos da TR, enquanto a carteira de cr\u00e9ditos habitacionais SFH no \u00e2mbito do SBPE totalizava R$ 285,1 bilh\u00f5es, lastreada em dep\u00f3sitos de poupan\u00e7a com rentabilidade mais elevada, de 6% a.a. + TR. A Selic, atualmente em 7%, precisa cair para 6,5%, para igualar os custos de capta\u00e7\u00e3o para os agentes financeiros.<\/p>\n<p>Ou seja, o FGTS \u00e9 a fonte de capta\u00e7\u00e3o mais barata existente e por este motivo constitui funding singular, capaz de promover a expans\u00e3o da demanda solv\u00e1vel e incrementar significativamente a produ\u00e7\u00e3o e oferta de moradias no pa\u00eds, sobretudo para fam\u00edlias com renda inferior a R$ 3,6 mil. Ainda n\u00e3o \u00e9 poss\u00edvel vislumbrar no cen\u00e1rio econ\u00f4mico de curto e m\u00e9dio prazos outra fonte com tamanho potencial.<\/p>\n<p>Todavia, sinais preocupantes aparecem no radar. Em primeiro lugar, o FGTS segue sendo alvo de investidas e projetos dos mais variados setores que visam usufruir desse tremendo potencial, cujo patrim\u00f4nio l\u00edquido alcan\u00e7ou R$ 98,2 bilh\u00f5es em dez\/2016. Ademais, mudan\u00e7as recentes nas regras do Fundo \u2013 a flexibiliza\u00e7\u00e3o dos saques das contas inativas, que somaram R$ 42,8 bilh\u00f5es, a redu\u00e7\u00e3o gradativa da multa de 10% da LC110\/01, a amplia\u00e7\u00e3o das modalidades de saque e a distribui\u00e7\u00e3o de 50% do lucro aos cotistas \u2013 aliadas \u00e0 conjuntura macroecon\u00f4mica \u2013 a queda da arrecada\u00e7\u00e3o l\u00edquida e o decr\u00e9scimo de receitas das aplica\u00e7\u00f5es em t\u00edtulos e valores mobili\u00e1rios \u2013 provocaram a redu\u00e7\u00e3o dos ativos e disponibilidades do Fundo. A an\u00e1lise do \u00faltimo balancete divulgado aponta queda real do total de ativos de 4% em rela\u00e7\u00e3o a jun\/2016, reduzido, em jun\/2017, para R$ 478,3 bilh\u00f5es. Os desembolsos para a \u00e1rea de habita\u00e7\u00e3o ca\u00edram 8% entre 2015 e 2016. Embora o or\u00e7amento habitacional plurianual seja da ordem de R$ 68 bi\/ano at\u00e9 2021, estimativas anunciam forte redu\u00e7\u00e3o no saldo das disponibilidades do Fundo, caindo de R$ 80 bi em 2017 para apenas R$ 41,5 bi em 2021, dos quais 75% devem compor o fundo de liquidez.<\/p>\n<p>H\u00e1 risco, portanto, de redu\u00e7\u00e3o das aplica\u00e7\u00f5es em financiamento habitacional, a despeito das expectativas de melhora da economia e do emprego e, consequentemente, do aumento da demanda por cr\u00e9dito. Este \u00e9 um cen\u00e1rio preocupante, porque ao comprometer o cr\u00e9dito, limita a produ\u00e7\u00e3o e a aquisi\u00e7\u00e3o da moradia. O Programa Carta de Cr\u00e9dito Individual, que exibia uma contrata\u00e7\u00e3o m\u00e9dia anual de 262 mil unidades entre 2010 e 2015, financiou 226,7 mil unidades em 2016, uma queda de 14%. Ademais, neste programa, a parcela destinada a rendas de at\u00e9 R$ 3,6 mil, que foi de 87% em 2013, caiu para 79% em 2016. A queda da participa\u00e7\u00e3o das rendas de at\u00e9 R$ 3.600,00 aparece tamb\u00e9m na linha de apoio a produ\u00e7\u00e3o, com 51% do total dos financiamentos em 2016, contra uma m\u00e9dia de 61% entre 2010 e 2015. A maior redu\u00e7\u00e3o, uma queda real de 35%, \u00e9 vista no volume de subs\u00eddios entre 2013 e 2016.<\/p>\n<p>\u00c9 necess\u00e1rio, portanto, adotar medidas que permitam ao FGTS retomar seu potencial efetivo e perene de financiamento habitacional, bem como a focaliza\u00e7\u00e3o na baixa renda. Neste momento de retomada econ\u00f4mica \u00e9 preciso reposicionar o FGTS, de maneira inequ\u00edvoca, como funding fundamental para a habita\u00e7\u00e3o mais acess\u00edvel, atuando de forma complementar, no \u00e2mbito dos sistemas de financiamento, ao SBPE e demais fontes.
