The Future of My City
Goal:

Promote events in new cities and in the ones that were already integrated into the project in order to support and incentivate the creation of a long term plan for each place. Promotion and Dissemination of Management of Water Resources in Construction Industry
Goal: Keep up with actions that disseminate experiences and innovations of adequacy of the regulatory framework about the management of water resources in the construction industry sector and join the World Water Forum, which is an opportunity to stimulate business opportunities, bringing investments incentives of water efficiency. Mapping of business opportunities in sustainable Construction and Dissemination of Good Practices
Goal: Offer support to actions, initiatives and practices that are sustainable references developed by the Construction Industry Sector. Map cases of sustainability implemented by construction companies that expose clearly positive financial feedback, among other sustainable indicatives. Identify national and/or international initiatives, and implement dissemination actions with the target audience of the project.

Proposições de Legislações e Políticas Públicas Ambientais
Goal: Development and presentation of technical and legal analysis to finance legal procedures and regulatory issues related to the environment and sustainability framework that could result in productive activities and real business for the construction sector and that support the integration and the legal safety between the main actors involved in the process of development of environmental rules. Elaboration of an economic incentive map and legislation that can foster the sustainability in the sector.

REAL ESTATE MARKET & URBAN INFRASTRUCTURE

Real Estate Market & Urban Infrastructure
Goal: Keep up with the elaboration and quarterly dissemination of the Real Estate indicators, support data collection into some entities that are sources of information and improve the project, by developing a digital platform and incorporate new data to the researches. Identify common interests with the construction industry and pursue the integration of the researches, by sharing information from the construction sector, aiming to improve the efforts and optimize the expenses of the research on real estate indicators.

Improvements into the Real Estate Market
Specific Goal 1: Improvements on Business Environment

  • Pursue the standardization of the registration procedures, aiming to adjust the procedures and deadlines to the necessities of the real estate market, through a model survey answered by the entities that are sources of information.
  • Meet, assemble and debate with the entities the best practices to obtain the license and certificate of building conclusion, that can be proposed to the city halls.
  • Promote events with the participation of legal members to present clarifications about the construction sector and promote the debate about some issues that have caused legal insecurity for the sector
  • Elaborate a document clarifying the operation and the duties generated by the use of a Patrimony Institute into real estate enterprises. Presentation and debate of the topic in a Commission meeting, aiming to better utilize of this tool, providing more security to buyers and financial agents.

Specific Object 2: Credit for the Real Estate Market

  • Pursue effective actions to improve the availability of real estate credit in general, by joining court hearings with governmental organisms responsible for the standardization of credit alternatives and financial agents in general.
  • Constitution of a multidisciplinary group to study FGTS and to coordinate the work group, compiling the results, and searching for information that refer to experiences from other countries in Latin America (Mexico and Chile).
  • System monitoring of normative rules, official acts/decisions and other economic regulations about the real estate market through available public documents that refers to the real estate market credit, with analysis and commented information in periodic reports, mainly budgets from the Fund for Guaranteed Time of Service (FGTS).

Continuity and Enhancement of Housing Programmes
Goal: Accomplishment of a research to formalize technical proposals that can enable, at the same time, the revitalization of urban centers and the creation of housing alternatives in these centers; Keep up the monitoring of MCMV program, through periodic meetings with funding agents to identify possible operational enhancements. Monitoring of new normative instructions that can emerge for the analysis and shipment of associates.

Urban Development
Goal: Keep up with the dissemination of the booklet “FOR A NEW URBAN CULTURE”, with presentation and discussion of the proposals that it includes, through 3 events in especial cities, in a partnership with Jaime Lerner Institute.

INNOVATION AND TECHNOLOGY

Management of the technical rules of the sector
Goals:

  • Continue with the CBIC group of Technical Rules Monitoring, which consists of representatives of labor unions of Construction Industry (members of CBIC) and also continue with the collaboration of the superintendent of the construction Industry Brazilian Committee CB-02. The group’s performance aims to narrow the partnership, to reinforce the co-responsibility and intensify the actions of follow up, monitoring and positioning related to the main process of normalization in the sector together with the Brazilian Technical Standards Association (ABNT). This can have significant impacts on the Brazilian Construction Industry’s activities. Through the task division between the member of the group, the representatives of construction companies, labor unions and/or CBIC can join actively the decision making process and defend their own interests into the Research Commission of ABNT. Eventual technical researches to support the defense of interests of the construction sector in normalization processes.
  • Intensify the promotion and stimulation of technical rules, continuing with the tool created with the elaboration of a catalog of technical rules during previous phases of the process, which is a practical guide to facilitate the use of these technical rules. In other words, update the catalog making it become a tool that can be used through mobiles as an app.
  • Continue the articulation and elaboration of projects and researches to review the rule ABNT NBR 12721:2006 – Basic Unit Cost / CUB.
  • Start the articulation and researches to review the rule ABNT NBR 15575/2013 – “Housing Constructions – Performance”.

Tendencies and Enhancements of Management, Technology and Innovation in the Construction Industry
Goal:

  • Identify, support develop and disseminate proposals of enhancement, development and modernization tendencies in the sector related to management, technology and innovation aiming to multiply initiative to foment other similar actions.
  • Implement promotion actions of capacitation for engineering and architecture professionals to establish BIM (Building Information Modeling) in the sector, through the accomplishment of mobilization workshops and promotion of the coletaneous of implementation of BIM/CBIC/SENAI.
  • Perform the national event about BIM, also promoting, after the event, in a national communication vehicle and on specialized technical magazines.
  • Perform the launching of the 22nd Edition of the CBIC’s Award of Innovation and Sustainability.
  • Review and update CBIC and SENAI’s proposal (publication from 2013) for a Science, Technology and Innovation Policy for the Construction Industry.

INFRASTRUCTURE

Improve Competitiveness and Extend the Infrastructure Market - Cycle 2
Specific Goal 1: Contribute to the expansion of the Infrastructure Market through the increasing of the number of companies that are under conditions of joining this market. Elaborate proposals for the government to increase these companies capability of boosting the investments and assuming the financing. Propose guidelines to facilitate the innovation, qualification and capacitation of the companies to better access public and/or private investments and the guarantees related to these new models of business, so that they can compete in a equilibrated way contributing to the increasing of competitivity into the Brazilian industry, and also reducing the unemployment and increasing the revenue. Specific Goal 2: Present proposals for modernization of the regulatory marks for biddings and hiring of public contracts. Improve and/or development technical material and subsidy to present in audiences and meetings with the public and/or private sector, considering the text approval dynamic into the Legislative Chamber and into Monitoring organisms. Specific Goal 3:

Monitor and promote the results of the review process of the National System of Costs Researches and Construction Industry Rates.

TRANSVERSAL PROJECTS

International Integration
Goal: Be an international representative of the Brazilian Construction Industry; establish an exchange of ideas with representative entities from the construction sector from different countries for technical and political cooperation, to stimulate the development of the construction industry, of the real estate market and of infrastructure, contribute for the solution of problems related to researches, projects and contracts that are common interest and establish or fortify national strategies, with international agencies as the United Nations (UN), The Inter-American Development Bank (IDB), World Bank (WB) and the International Finance Corporation (IFC), the International Monetary Fund (IMF), for example:

  • Join meetings and actions/projects of CICA – Confederation of International Contractors’ Associations;
  • Join meetings and actions/projects of FIIC – the Inter American Federation of the Construction Industry for effective contributions of CBIC into FIIC projects;
  • Join international events that CBIC was invited to represent the Brazilian International Industry and/or to join for the exchange of knowledge;
  • Join the CICA’s – Confederation of International Contractors’ Associations – group of work (that CBIC is the leader) – to insert the small Brazilian companies into the infrastructure market. The group’s goal is to increase the companies’ capacity of raising investments and assuming fundings.

Dissemination and Promotion of Projects for Develop the Construction Sector
Goal: Dissemination and promotion of the development and/or the results of this work plan for entities and companies of the sector, for stakeholders and for the society in general through electronic reports, CBIC’s associates information channels, social medias, the creation of promo materials and eventually also through the insertion of the content into communication vehicles of national coverage. SOCIAL RESPONSIBILITY

National Social Construction Day
Goal: Perform simultaneously in several places in Brazil a huge event of Social Responsibility by offering free service of health, leisure, education and citizenship, and other recreation, sports and cultural activities. Project Ethic and Compliance in Construction Sector
Goal: Continue with the dissemination of an Ethic and Compliance Guide into the construction sector and of a Code of competitive behavior to arise conscious about ethic and compliance, and to give support to the entities so that they can uphold the entrepreneurs of the sector to manage in an ethic way their organizations. CBIC Award of Social Responsibility

Leadership Development
Goal: Train the youth to be involved with the development of companies representation, and who can take advantage of the opportunities created by the project (of improvement of specific competences to become a future leader) to, at some good time, implement their ideas improving their abilities and directing them to the representation of the companies in the sector. Promotion of Good Practices in the Social Responsibility Environment
Goals:

  • Disseminate researches data about the impacts of social responsibility into the construction industry (performed during 2016/2017), these impacts provide the indicators of sustainability, the verification of the maturity of corporate social responsibility and the level of informality that there is in the sector.
  • Identify, disseminate and provide good practices, based on the ABNT rule ISO 26000, developed by the construction sector, the real estate market sector and/or other related sectors to stimulate the companies of the construction and of the real estate market sector to incorporate values and principles, and finally, similar practices to their daily lives.

HEALTH AND SAFETY AT WORK

Health and Safety at work in the Construction Industry
Goal:

Adoption of fighting measures against informality and perform actions that may result on the increase of health and safety at work, better jobs and better conditions of work to all the employees of the construction sector.

Specific goals:

  • Permanently monitoring of the Technical Rules related to the construction industry, through technical specialized assistance in order to expand the access/knowledge of the current rules.
  • Monitoring and dissemination of the most important acts and decisions related to health and safety at work that have a real impact on the relations of work into the construction industry.
  • Perform (and/or join) events, lectures, seminars, foruns, meetings and other similar events to discuss and promote the importance of health and safety at work in the sector and the enhancement of the relations of work in the construction sector.
  • Carry out researches/materials that aim to clarify and guide people about labor rules, including about the importance of adopting health and safety preventive measures at the construction sector.
  • Stimulate the management of health and safety at work into the small and medium sized enterprises of the construction industry.
  • Carry out researches about the accidents at work in the construction, also indicating constructive systems that may reduce effectively the number of accidents.

TRANSVERSAL PROJECT

Dissemination and promotion of Development Projects in the Construction Sector
Goal:

Dissemination and promotion for entities and enterprises from the construction sector, and also for stakeholders and the society, in general – of the development or/and of the results of projects of this work plan through electronic newsletters inserted in promotion channels associated to CBIC, into social medias, into promotional materials and eventually also through national communication vehicles.
